Revision of the original rules for the governance of the asylum. The rule barring the admission of children over the age of 10 is formally abandoned, as it was regarded as ‘inadvisable to enforce’. At the same time the rule that the period of residence shall not be less than 5 years was also abandoned, being “impossible to maintain.” [Jubilee Report. 16]
